One Country two System- Tibet & Hong Kong
“One Country, Two Systems”, supposedly conceived by Deng Xiaoping, is considered by politicians the world over as an innovative concept. In reality, the concept had been in existence decades before. In 1948, Mao Zedong grouped Tibet, Hong Kong, Macau, and Taiwan together for consideration. It was the principle of governance of the PRC on Tibet from the “peaceful liberation” of the “17-article” agreement up to the 1959 riots. The “17-article” agreement on Tibet, the “Nine-point Plan” on Taiwan, and the “12-point Plan” on Hong Kong are all based on this concept, which include unification of all ethnic Chinese, territorial sovereignty, and the relationship between the central government and local municipalities. The 17-point Agreement did guarantee the positions of Panchen Lama and the Dalai Lama, and the Tibetan religious practices, just as the Basic Law guarantees Hong Kong’s capitalist economic system, political structure, and way of life. But the Tibetans did not get political autonomy from the 17-point Agreement, and got nothing but repression when they fought for it in 1959, resulting in the exile of the Dalai Lama. The PRC occupied Tibet, and the 17-point Agreement was no more. After that, the PRC implemented massive migration into Tibet resulting in Tibetans becoming an ethnic minority in their own country. Before Hong Kong returned to China, the PRC implemented the 150-per-day migration scheme that the local government must accept. The Northeast development project, despite official denial, will set up a “special district” where mainlanders can freely move in. This blurs the borders and the difference between the “two systems”. As this integration of the two territories continues, Hong Kong will lose its character and unique qualities. It will go down the same path as Tibet. “One Country, Two Systems” is the same fraud in Hong Kong as it was in Tibet. Why Tibet? The Tibetan 17-point Agreement and Hong Kong Basic Law, by Tong Wai-wan. This is from the October 2013 Standing With Tibet, and other Tibet concern groups, urging Hong Kongers to be aware of the situations in Tibet, and their ramifications in Hong Kong. The 17-point Agreement and the Sino-British Joint Declaration are very similar. Many Tibet concern groups are studying the situation in Tibet and are concerned about the future of Hong Kong. Cheung Yiu-leung, a human rights lawyer in China, says Hong Kongers should be familiar with the 17-point Agreement and be concerned about the Basic Law. Cheung believes that the 17-point Agreement, Basic Law, and the Sino-British Joint Declaration all involved a great deal of political expediency. Agreements were forced by the situation. The PRC accommodated Tibet with the 17-point Agreement for the sake of taking power with stability. Same with the Sino-British Joint Declaration. Such agreements do not last. We see what’s happening in Tibet. Hong Kong is already changing rapidly. Cheung says that the PRC knows it will never earn the loyalty of the Tibetans, so it is employing extremely repressive means to govern. It also massively “modernize” Tibet, with Karaoke bars, dance halls, and Chinese eateries, making Tibet like urban China, destroying Tibetan culture in the process. The Tibetans resent this. Cheung points out that while it may appear impractical for Hong Kongers to do much for Tibet. But Cheung believes that certain pressure can be mounted on the PRC. While today’s Tibet is not tomorrow’s Hong Kong, we should not rely on the Sino-British Joint Declaration, which Cheung says, is pretty much outdated. It has evolved into Basic Law. We need to focus on the guarantees of the Basic Law, such as the rule of law, human rights, and freedom, to see if we can safeguard them. Although Beijing never meant it, we should take them at their words. Magazine executive editor Choi Wing-mui says the 17-point Agreement and the Sino-British Joint Declaration are similar in that both emphasize high degree of autonomy. Deng Xiaping promised Hong Kong no changes for 50 years. But the 17-point Agreement had no such time limit, leaving Tibetans to decide for themselves their future. But we all know what happened to Tibet, so Hong Kongers should be concerned. If Hong Kongers do not fight for our freedom and democracy, we’ll end up like Tibet. The situation there has been deteriorating rapidly since the 2008 Olympics. Monasteries are always under surveillance, brainwashing through patriotic education is common. Youngsters are forced to speak and write Chinese. Massive migration of Chinese into Tibet. Self-immolation number reached 125. Why self-immolation? Desperation and hopelessness, Choi says, plus they cannot be heard, so they used the most painful way to express themselves. Self-immolation is big news. The ecology of Tibet is also being destroyed by the PRC’s continuous mining of minerals. Their natural beauty is now full of blemishes. The PRC is planning to mine in the area near its three major rivers, which flow downstream to the Mekong Delta, affecting Vietnam, Cambodia, and other Southeast Asian countries. The pollution caused by such mining is severe. Human rights lawyers in China who try to defend Tibetan rights have their license revoked. But they insist that the defense of Tibetan human rights must continue. |

It's so hard to explain, but I feel that, the pious believers are abandoned by the world. I know you with a pure heart, I try to save the beliefs; but the entrance is stuck with greed and ridiculousness. The notice outside is brutally interfering the peace of Buddhism. My heart hurts so much and the tears just fall uncontrollably! How can I save this situation? I am a outsider, but I can't just stand here watching! Today is the birthday of His Holiness the Dalai Lama. Every Tibetan would project their wish to him, their real leader. It's not because they're superstitious, but they're sincere. This is one of the reasons that I fall for them so much. Do I forget? Of course I don't. They should shed the tears for happiness, not sufferings. I'm fine, but I can't accept that the countless conscious souls trapped in the black jails. Every time when I think of the people caged behind the bars, I feel like caged too. I believe that the dawn will break, and I'm still waiting for the sun rays spread on the ground. All Tibetans should keep His Holiness the Dalai Lama and his childlike merciful smile.
